Obama in 2004: ‘Terrorism is a tactic’
During a book event in 2004, then senator-elect Barack Obama responded to questions on terrorism, to which he said that “terrorism is a tactic,” and that we’re not fighting terrorists, but rather “people who engage in terrorism.”
