Constitution puts burden of budget blame on Boehner

E.J. Dionne, columnist for the Washington Post, talks with Ezra Klein about the lazy tendency to characterize "both sides" of the budget negotiations as being equally at fault for their failure when, in fact, President Obama has made exceptional concessions and John Boehner has been unable to deliver on even the small gestures he's made.
