Emergency managers run the show, but no one elected them to

Reverend Al Sharpton says that putting cities under emergency management isn’t democracy; then talks to Michigan City Councilman from Pontiac, Donald Watkins, who knows what it’s like to come under outside emergency management. He describes it as a situation where an un-elected emergency manager has the power to control major decisions for a city.
