>> reporter: it is so far. good day to you. they haven't seen a rationing system in this since gerald ford in the 1970s . it's really simple. on an even day, even-numbered license plates can come and get gasoline. on norm people with odd number license plates , that's when you get gas. what is in question for some is what if you have a gas canister. this is what happened earlier today.
>> call the cop. why are you shutting it off?
>> you got to give me gas.
>> reporter: that was a conflict earlier here. the gas station owners that wasst that's up to them whether they'd allow canisters to be filled. it's a tough choice. there's a million people right now that don't have electricity in the state. they use that gas to run that. the line here, about an hour and a half. three people who had odd-numbered license plates got kicked out by the police. back to you.
