Sen. Shelby: Automakers have 'already failed'

Nov. 19: Republican Senator Richard Shelby tells NBC's Andrea Mitchell that for the 'Big 3' automakers to survive, they need to be efficient, well-managed and have a good product, all of which are questionable for Detroit's car companies.
