Scarborough: Sandy relief a 'strange place' for Congress to draw line in sand
Relief aid for Hurricane Sandy was placed on the backburner during the last-minute New Year's Day fiscal cliff negotiations, much to the dismay of several GOP lawmakers. Everyone from N.J. Gov.
